5G MiFi assembly in Saudi Arabia: a planned line for OEM programmes

5G MiFi is a planned addition to Interkey Semiconductor's Riyadh line; it is not in production today. This page is for operators, device brands and integrators planning portable 5G hotspot programmes: who the planned line is for, what to prepare now, the four questions a battery-powered device adds, and when importing finished units remains the better choice.

Written for organisations that will source devices in volume. If you need hotspots now, or only a small batch, a finished, approved device from an operator or distributor is the right route.

In short

  • Status: planned, not in production. We discuss timing with each partner rather than publishing a start date.
  • Model: OEM contract assembly. You bring the design and specification; the line would complete assembly, test to your acceptance criteria, load your firmware and package the device.
  • Stage: the Riyadh line works at SKD stage today: major sub-assemblies arrive partly built and are finished, tested and packaged locally; components and boards are made outside the Kingdom. CKD is planned for 2028.
  • What MiFi adds: a battery and its cells, heat in a small sealed enclosure, a radio that must work on the networks it will be used on, and charging and connection tests that a mains-powered router does not need.
  • Fit: stable designs and programme volumes, with an in-field date that leaves time for the line to be ready. Not a fit: devices needed now, a few hundred units once, a design that is still changing, or component-level fabrication.

What a local 5G MiFi programme would involve

A 5G MiFi is a portable device that connects a small group of phones, laptops or tablets to a 5G network. In a local assembly programme on the planned line:

  • The design and firmware stay yours. Interkey Semiconductor builds to your design and specification under an OEM contract. Settle in the same contract who owns the test fixtures.
  • Riyadh does the final stages. Final assembly, testing, firmware loading and packaging would happen on the line in Riyadh.
  • The device can carry your brand. Custom branding and packaging are agreed per programme.
  • Your specification shapes the programme. Battery capacity, heat, bands, firmware, and charging and connection testing are set by the device's specification, so each MiFi programme is scoped on its own terms.

Who the planned line is for

Who the planned 5G MiFi line is for
BuyerWhy local assembly comes upWhat to prepare now
Mobile operator device teamOperator-branded hotspots for mobile broadband plans, with supply that does not hinge on import lead timesBand set, firmware ownership and the update route, branding and packaging
Device brand or its Saudi distributorPublic-sector tenders that score local content, or list the device category on LCGPA's mandatory listHow a Saudi-assembled model carrying your brand would be registered and certified
Integrator or contractor supplying a fleetConnectivity for field teams, sites or vehicles, bought in volume for a projectWhether the volume and the project timeline justify waiting for local assembly, or importing finished, approved units is better

Two pressures usually raise the question: local content expectations on large procurements, and import lead times that are hard to plan a rollout around.

The four questions specific to MiFi

A CPE or an ONT plugs into the wall and stays put. A MiFi runs on a battery in a pocket, a bag or a vehicle, and that adds four questions to the programme. Answering them early is the most useful preparation while the line is still planned.

01

Battery and cell supply

Battery capacity is part of your specification, and so is the cell. Agree who sources the cells, who qualifies an alternative cell if supply tightens, and who holds the transport documentation. For air transport, every lithium cell and battery type must have passed the applicable tests in subsection 38.3 of the UN Manual of Tests and Criteria, and the manufacturer and later distributors must make the test summary available. Ask for it before the first shipment, not after.

02

Heat

A 5G modem, a battery and a charging circuit share a small sealed enclosure. How the device behaves under sustained load while it charges is a property of the design, so the thermal acceptance criteria come from your specification. Agree which thermal checks run on the line and which belong to design validation before the programme starts.

03

Bands, RF and approvals

The band set and RF performance must match the networks the device will be used on in the Kingdom. Before you commit volumes, settle who holds the conformity approvals for the locally assembled model, who applies for them, and what requalification moving assembly to Riyadh triggers.

04

Firmware, charging and connection tests

Your firmware image would be loaded on the line, so agree how versions are controlled and verified, and how later updates will reach devices already in the field. Charging and connection tests run to your device's specification. Before pricing, agree what is tested on every unit, what is tested by sample, and who sets the acceptance limits.

Wait for local assembly or import finished units?

Wait for local assembly or import
Planning for local assembly is worth it whenImporting finished, approved units is usually better when
The programme runs at volume over a period, not as a single orderYou need a few hundred units, once
Tenders you bid for score local content, or the category is on the mandatory listNo tender you bid for scores local content or lists the category
The design is stable and its firmware is under your controlThe design is still changing
Your in-field date leaves time to agree timing with usYou need devices before local assembly is available, and an approved device's lead time suits your rollout

There is no single volume threshold. At low volume, set-up and qualification dominate the cost; at high volume, component procurement does. For how the mandatory list, the price preference and the exception route work, see Saudi local content rules for network device vendors

Where 5G MiFi sits in Interkey Semiconductor's plans

  • Status: 5G MiFi is a planned device family for the Riyadh line. It is not in production today, and this page makes no availability commitment.
  • How the line was built: to the specification of a partner factory that specialises in CPE, ONT and FTTR, with supervision and knowledge transfer from that factory's team.
  • Open to all vendors: a contract manufacturer for any network device vendor, not a captive line for one brand.
  • Stage: SKD today. CKD is planned for 2028, and ODM is a long-term direction.
  • Management systems: Interkey Semiconductor's quality, environmental and occupational health and safety management systems are certified to ISO 9001, ISO 14001 and ISO 45001. Ask for the scope of each certificate.
  • Local content: Interkey's official publications state that Interkey Semiconductor is included on LCGPA's mandatory list as a national factory. Check the registered product categories on LCGPA's platform before you rely on local assembly in a tender.
  • Not a fit: chip or wafer fabrication (we assemble and test devices; we don't make chips), devices needed now, one-off orders of a few hundred units, and designs that are still changing.
  • Commercial basis: quoted per programme and volume, once timing is agreed.

What buyers ask us

Is 5G MiFi in production on the Riyadh line today?

No. 5G MiFi is a planned line. Register your interest with your specification, volumes and in-field date, and we will tell you where the plan stands and whether your timeline fits it.

Can a 5G MiFi programme count towards local content?

Whether a locally assembled model meets a specific local content requirement depends on its bill of materials and the local work done. That is assessed through LCGPA's mechanisms, not declared by the supplier.

Does Interkey design the MiFi, or build to ours?

We would build to your design, and you keep ownership of the design and firmware. If you need a design as well as a line, that is an ODM engagement with a different commercial structure, and ODM is part of Interkey Semiconductor's long-term direction rather than today's model.

Can the devices carry our brand?

Yes. Custom branding and packaging are agreed per programme.

We need hotspots for our staff now. Can you supply them?

Not from this line. For devices needed now, or a small batch, a finished, approved device bought through an operator or a distributor is faster and cheaper.

What volumes make a MiFi programme worth localising?

There is no single threshold. Share your expected annual volume, ramp-up and in-field date, and we'll tell you how they fit the plans for the line, and when importing is the better choice.

Next step

Register interest in the 5G MiFi line

Share the device specification, expected volumes and the date units must be in the field. We'll reply with where the 5G MiFi line stands, how your timing fits, and when importing an approved device is the better choice.
