Digital infrastructure and ICT advisory with Salience

Salience is a management advisory firm focused on digital infrastructure and ICT, and it entered the Saudi market in partnership with Interkey. This page covers what that advisory work is, who needs it, and where the partnership fits.

Advisory partnership Riyadh presence

The partnership

What this partnership is

An advisory partner, not an Interkey product

Salience is an independent management advisory firm specialising in the digital infrastructure and ICT sectors, formed in 2010 and built around senior consultants with operator backgrounds. It announced its expansion into Saudi Arabia, with a regional headquarters in Riyadh, in partnership with Interkey. Salience is neither an Interkey company nor an Interkey product: it is the advisory side of a relationship where Interkey is the engineering and delivery side. When a decision needs specialist digital-infrastructure advice before anyone builds anything, this is the page for it.

Why this matters

The decisions this work exists for

Digital infrastructure produces a class of decision that is expensive to get wrong and hard to reverse: how a national network should be structured and priced, whether an infrastructure investment holds up under honest demand assumptions, what a regulatory position will do to an operating model, how a public-private partnership should be designed so both sides can live with it for a decade. These are not engineering questions, and they are not generic strategy questions either — they need people who know how telecom and digital infrastructure actually behaves, commercially and technically.

That is the gap advisory work fills: independent analysis before the commitment, from people who have run and regulated these systems, so that the engineering that follows is built on a decision that was examined rather than assumed.

Advisory areas

The service areas Salience works across

Four areas, matching how Salience structures its own practice — not a menu of slogans.

Technical advisory

Technical due diligence and network strategy across fixed, mobile, satellite and international systems: what exists, what it can carry, where the risks and gaps are, and how to future-proof it.

Regulation, economics and operating models

Work with governments, regulators and service providers on public policy, regulation and public-private partnerships, backed by economic analysis: costing, valuation, statistical analysis and auction design.

Commercial and financial advisory

The commercial side of infrastructure decisions: business cases, market analysis and financial assessment for operators, investors and the institutions that fund digital infrastructure.

Training, capacity building and talent

Building the capability that outlasts the engagement: training and capacity-building programmes, and recruitment solutions for organisations staffing digital-infrastructure roles.

Who this is for

The organisations this work serves

The service model is built for organisations whose decisions shape digital infrastructure rather than merely use it: telecom operators weighing network and market decisions; regulators and government entities designing policy and national programmes; infrastructure investors and development institutions testing whether an asset or a plan holds up; and the large programmes — national networks, smart-city foundations, sector digitalisation — where technical, regulatory and commercial questions arrive together.

If the question in front of you is “should we build this, and on what terms?” rather than “how do we build this?”, it is an advisory question.

The relationship

Why the partnership works in Saudi Arabia

Salience brings the advisory depth: a practice formed in 2010, focused entirely on digital infrastructure and ICT, now operating from a regional headquarters in Riyadh. Interkey brings what advisory work alone cannot supply — more than 25 years operating in Saudi enterprise and telecom environments, and an engineering organisation that implements what gets decided. An advisory recommendation lands differently when the partner standing next to it can also build, integrate and operate the result in the Kingdom.

The partnership was announced by Salience as part of its Saudi expansion; the firm’s own material is at the official Salience website.

Buyer questions

What buyers ask us

Direct answers to the questions that come up in real evaluations. Anything missing, ask us at the bottom of the page.

Is Salience part of Interkey?

No. Salience is an independent advisory firm; Interkey is its partner for the Saudi market. The two organisations do different work on purpose: Salience advises on digital-infrastructure decisions, Interkey engineers and operates the systems those decisions produce.

When do I need Salience rather than Interkey engineering?

When the decision is still open. Regulatory positioning, network strategy, infrastructure economics and programme design are advisory questions; once the direction is set, implementation, integration and operation are Interkey’s side. Many engagements move from one to the other, which is the point of the partnership.

Does the advisory work cover regulators and government as well as operators?

Yes. The practice model spans both sides of the table: operators and investors on one side, and the regulators, ministries and public entities that shape the environment on the other, including public-private partnership design where the two meet.
